Background
Warehouse Receipt System Council (WRSC) is a State Corporation in the Ministry of Agriculture, Livestock, Fisheries and cooperatives established by the Warehouse Receipt System Act No. 8 0f 2019. Warehouse Receipt System (WRS) is a process where owners of commodities (Farmers or Aggregators) deposit their commodities in a certified warehouse and are issued with a warehouse receipt as proof of ownership and evidence of the existence and quality of the commodity in the warehouse.
Key Duties and Responsibilities
- Preparing and reviewing legal documents/instruments.
- Drafting legal documents, leases and contracts.
- Drafting legal opinions and reports on various issues affecting the Council.
- Preparing progress reports on courts cases.
- Undertaking research on specific legal areas.
- Ensuring compliance with the policy, legal requirements and provisions in all the undertakings of the Council.
- Safeguarding the interests of the Council in all legal matters.
- Liaising with the Office of the Attorney General on legal matters.
- Identifying issues and areas for legal policy formulation and review.
- Identifying legal risks, and developing mitigation measures.
- Negotiating disputes with a view to settling them out of court.
- Representing the Council in court and other legal fora.
Person Specifications
Mandatory requirements:
- Served for cumulative six (6) years, three (3) of which must have been in the grade of Legal Officer I or equivalent qualification in a comparable institution.
- Bachelors of Laws degree from a recognized institution.
- Post Graduate Diploma in Law from Kenya School of Law.
- Been admitted as an Advocate of the High Court of Kenya with a valid Practicing Certificate.
- Been registered as a member of the Law Society of Kenya (LSK) in good standing.
- Be Proficient in computer applications.
- Shown merit and ability as reflected in work performance and results.
