JOB SUMMARY:

The Regional Program Coordinator (RPC) will be responsible for strategic leadership and oversight for the successful delivery of a multi-country humanitarian programme across Sudan, South Sudan and Chad.

The role is responsible for ensuring effective regional coordination, fostering cross-country learning, and driving harmonized, high-quality programme implementation in line with donor commitments and organizational standards.

The RPC will provide direct supervision and technical support to the implementing Country Offices, ensuring timely delivery of programmatic objectives, narrative and financial reporting, and full compliance with donor rules, regulations, and contractual obligations. Working in close partnership with country offices, programme teams and the Regional Finance Coordinator (RFC), the RPC will strengthen programme quality, performance management, financial stewardship, and risk mitigation while promoting regional synergies and knowledge sharing.

The position requires regular travel to the project countries, with up to 50% of working time spent in the field to provide hands-on leadership, monitor implementation progress, strengthen partner and stakeholder engagement, and support adaptive programme management.

RESPONSIBILITIES:

Program Management

Lead and consolidate the planning, implementation and reporting of the program, overseeing all aspects (programmatic and technical, financial and administrative).

Ensure that all program interventions are of a high quality and lead to measurable impact. This includes, but is not limited to, overseeing the quarterly work plan preparation, identifying external technical support needs, ensuring that appropriate management practices are being used in project implementation, and ensuring that the monitoring and evaluation systems are being used to provide timely management information

The Regional Program Coordinator has the responsibility for programme monitoring. S/he has authority to revise and send the consolidated narrative and financial reports to CARE Germany for approval.

Program Coordination

  • Establish, support, and guide program oversight bodies such as Program Steering Committee (PSC), program coordination groups (PCG), Technical Working Groups, etc.
  • Support the programmatic relationship with the CMP and donor, ensuring that the CARE Germany Desk Officer has up-to-date and timely information.

Finance Management

Ensure that program resources are used efficiently, effectively, and transparently towards meeting program objectives.

Manage the Regional Finance Coordinator

PHSEA and Uphold CARE´s values and contribute to the shared priorities of the country offices

  • Create an environment across the program within CARE's workplaces, programming, and communities where CARE works that is free from sexual harassment, sexual abuse, sexual exploitation, and child abuse (SHEA-CA). Be aware of CARE's Safety and Security Management Plan (SSMP) and comply with it at all times
  • Be committed to promoting CARE’s core values at all times
  • Ensure program staff under her/his supervision understands individual and collective responsibilities for safety, security, and protection.
  • Liaise with the Security focal point to ensure compliance with CARE’s Security Guidelines and their effective application in the local context.
  • Monitor the operational environment with respect to an increased level of threat.

Required Qualifications:

  • A master's degree in a relevant field is required.
  • Expert level knowledge and at least 15 years’ practical experience in humanitarian programming preferably with refugee and/ or displaced populations and a gender-sensitive approach as well as field experience in the region is required.
  • Advanced knowledge and at least 10 years of proven practical project management experience; 4 of which should have been at management level or managing at least two different grants at once, including strong skills and experience in M&E, report writing, participatory planning, financial management and Human Resource Management.
  • Track record of managing complex multi-country programmes with diverse stakeholders.
  • Proven experience of managing diverse teams and individuals’ performance for success.
  • Fluent verbal and written communication skills in English is required. Arabic and French would be an advantage.
  • Computer skills (email, word processing, spreadsheets).
  • Highly motivated to maintain a regular dialogue with CARE’s Country Offices and partner organizations.
  • Skills in teamwork, facilitation, and training. Knowledge of INGO operations and sub-grantee management is an added advantage.
  • Firm believer in equal opportunities and committed
