County Government of Kisumu invites applications from suitably qualified, motivated and pro- active individuals to fill vacancies in the following position:
Responsibilities or duties
(a) Duties And Responsibilities
(i) Ensuring implementation of policies, strategies, guidelines, procedures and standards for promotion of public service efficiency and effectiveness;
Initiating the establishment of a common approach to strategic performance management in the public service; 2) Initiating periodic review and implementation of service delivery standards and charters in the public service; 3) Initiating strategies for improving service delivery in the public service; 4) Providing set standards and methodologies for evaluation of performance in the public service; 5) Initiating the development and review of business processes in Departments and making recommendations for improved service delivery; 6) Integrating and aligning performance strategic objectives with operational measures; 7) Participating in reviewing of policies and guidelines on rewards and sanctions; 8) Undertaking periodic reviews of service delivery systems and processes; 9) Evaluating and assessing service delivery in the County public service; 10) Ensuring alignment of performance measurement tools and instruments in the public service; 11) Designing evaluation criterion to ensure alignment of individual with institutional performance; 12) Monitoring service delivery trends in respect of citizen expectations and satisfaction levels; 13) Undertaking periodic review of performance measurement criteria and tools; 14) Building capacity to improve performance management in the County public service; 15) Undertaking research on emerging trends in service delivery; 16) Forecasting requirement in strategic, work and action plans, preparing the annual budget; scheduling expenditures and initiating corrective actions where necessary; and 17) Consolidating quarterly reports on implementation of strategic plan and performance contract targets.
Qualifications or requirements (e.g., education, skills)
(b) Requirements For Appointment
(i) Be a Kenyan Citizen;
(ii) Cumulative service period of ten (10) relevant years' work experience, three (3) of which should have been at senior management level position;
(iii) Bachelors Degree in any of following Humanities and Social Sciences: Industrial Relations, Public or Business Administration, Sociology, Economics, Statistics, Business Information Technology, Education, International Studies, Public Sector Management or Project Management; or equivalent qualification from a recognized institution;
(iv) Masters Degree in any of the following Humanities and Social Sciences: Industrial Relations, Public or Business Administration, Sociology, Economics, Statistics, Business Information Technology, Education, International Studies, Public Sector Management or Project Management, or equivalent qualification from a recognized institution;
(v) Be a member to a relevant professional body where applicable and of good standing;
(vi) Have a valid practising licence where applicable;
(vii) Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
(ix) Proficiency in computer application skills; and
(x) Demonstrated a high degree of professional and managerial ability as reflected in work performance and results

Terms Of Service Permanent And Pensionable
Salary Basic Salary Scale: Ksh 127,340–182,890 p.m.
House Allowance: Ksh 35,000/= per month
Commuter Allowance: Ksh 16,000/= per month
Leave Allowance: As provided in the Civil Service
Annual Leave: 30 working days
Medical Cover: As provided by the County Government of Kisumu
Those with foreign Degrees should have them authenticated by Commission for University Education (CUE). In addition, during the interview, they will be required to submit their academic certificates authenticated by the issuing institutions.
