Background
County Government of Kisumu invites applications from suitably qualified, motivated and pro- active individuals to fill vacancies in the following position: Director Budget, Job Group 'R'.
Terms of Service
Permanent and Pensionable
Salary
Basic Salary Scale: Ksh 127,340-182,890 p.m.
House Allowance: Ksh 35,000/= per month
Commuter Allowance: Ksh 16,000/= per month
Leave Allowance: As provided in the Civil Service
Annual Leave: 30 working days
Medical Cover: As provided by the County Government of Kisumu
Duties and Responsibilities
- Coordinating the preparation of the County planning cycle, culminating in the development of the county budget.
- Coordinating Accounting Units in the preparation of annual budget estimates and the Medium-Term Expenditure Framework (MTEF).
- Leding and facilitating stakeholder consultations to inform planning and budgeting processes.
- Spearheading results-based planning initiatives and strengthened performance measurement frameworks.
- Overseeing risk management practices within the public finance sector to enhance accountability and sustainability;
- Leading the development and implementation of reforms in the budget process to improve efficiency and transparency;
- Formulating and guiding the development of budget policies aligned with strategic priorities; and
- Reviewing budget implementation to ensure alignment with overall policy objectives and the macroeconomic and fiscal framework
Requirements for appointment
- Be a Kenyan citizen;
- Cumulative service period of ten (10) relevant years' work experience, three (3) of which should have been at senior management level position;
- Bachelors Degree in any of the following disciplines: Commerce (Finance or Accounts option), Economics, Finance or equivalent qualification from a recognized institution;
- Masters Degree in any of the following: Commerce, Accounting, Economics, Finance or equivalent qualification from a recognized institution;
- Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
- Microsoft Excel and IFMIS management skills;
- Demonstrated a high degree of professional and managerial ability as reflected in work performance and results.
Additional Notes
Those with foreign Degrees should have them authenticated by Commission for University Education (CUE). In addition, during the interview, they will be required to submit their academic certificates authenticated by the issuing institutions.
