Background
To provide strategic leadership and overall management of the Kisumu County Revenue Board by ensuring effective mobilization, collection, and management of county revenue in line with applicable laws and policies, to enhance fiscal sustainability and support delivery of county services.
Duties and Responsibilities
Duties and Responsibilities at this level entails:
- Secretary to the board;
- Accounting officer of the entity;
- Be responsible for day-to-day operations of the Board;
- Oversee the development, formulation, implementation and review of the Board’s policies, procedures, strategies, standards and guidelines that give the Board positive perception and competitive advantage,
- Be responsible to the Board generally for the implementation of the Kisumu County Revenue Administration Act;
- Manage funds, property and affairs of the Board;
- Spearhead administration, organization and control of the staff of the Board;
- Oversee submission of quarterly and annual Board report in respect of that year;
- Oversee development and implementation of the performance indicators;
- Coordinate the compilation of the board financial year annual report;
- Oversee the publishing of the boards audited accounts in the county Gazette every six months after the end of each financial year;
- Oversee the collection and receipt of all County revenue according to the provisions of the written laws on collection of County Revenue;
- Oversee appointment of Sub-County Revenue Collectors;
- Advise the Board on all matters related to the administration of, and the collection of revenue,
- Oversee the transfer of any revenue collector from one division to another or from one station to another;
- Coordinate the development of Kisumu County Revenue Board strategic plan;
- Implement County revenue digitization;
- Ensure compliance with Legal, Regulatory, Government policies, guidelines and directives;
- Manage all movable and immovable properties of the Board; and
- Perform such other functions in relation to County revenue as the Board may direct.
Requirements for Appointment
For appointment to this grade, a candidate must:
- Be a Kenyan Citizen;
- Have served for a period of ten (10) years in Senior Management level or in comparable position in the Public or Private Sector;
- Have a Bachelor’s degree in any of the following disciplines: Finance, Business Administration, Economics, Social Sciences or equivalent qualification from a recognized Institution;
- Have a Masters degree in any of the following disciplines: Finance, Business Administration, Economics, Social Sciences or equivalent qualification from a recognized Institution;
- Have done a Leadership Course lasting not less than four (4) weeks from a recognized institution;
- Have Demonstrated exceptional professional and managerial competence evidenced by consistent achievement of outstanding revenue performance and results.
Note that Registration with the Institute of Certified Public Accountants of Kenya (ICPAK) of any other recognized accounting body and in good standing will be an added advantage.
