JOB DETAILS:

Overall purpose of the role:
The role of the Team Leader: Economic Recovery, is to ensure development and implementation of the Economic Recovery programming in Dadaab/Kakuma. He/She will support voluntary return, vocational (tailoring, handloom, ICT) and micro enterprise development (IGA groups, Value chain development and Village Saving and Loan-VSL). There will be some degree of travel within the camp complex and probably within the region and working with partner institutions. Key responsibilities include: Ensuring overall coordination of DRC’s livelihood portfolio, which includes business development/enterprise development training, operations of 3 community training centers, revolving fund operations, group savings & loans, microfinance linkages, micro value-chain development; Other roles include livelihood program coordination, and staff supervision/training/mentoring, and executing DRC’s NEP livelihoods strategy and contributing to tactical planning, livelihoods mainstreaming in the DRC Kenya program and development of new livelihoods projects and partners. S/He is expected to be familiar with the international development agenda and to be aware of the operational issues related to general livelihoods, governance, and policy issues in the region.

This position will also require regular travel to project sites, including outside of the refugee camps.

Responsibilities:
R1. Programme Management and Monitoring and Evaluation:

• Coordinate, supervise and manage the team of Livelihoods unit to achieve project deliverables both effectively and efficiently.
• Undertake value chain support functions (milk and meat)
• Ensure comprehensive project cycle management, with overall supervision of daily activities. Ensure that M&E plan is established and implemented.
• Oversee and ensure age, gender and diversity and HAP mainstreaming in the programmes. Coordinate with livelihoods and protection departments.
• Supervise participatory needs assessments and identify appropriate livelihood interventions to increase incomes for the local and refugee communities and reduce poverty in the target areas.
• Provide technical leadership to ongoing programs including skills development, MSME development, and VSLAs – as well as expanding MSD approach within our existing programming.
• Lead and review and submit all internal and external reports issued by the livelihoods unit.
• Take a leading role in mainstreaming Value chain, VSL and Market linkages in the livelihoods sector

R2. Programme Development and Strategy:
• Support and develop DRC Livelihoods Strategy
• Collaborate with related DRC departments, funding and implementing partners to identify opportunities for integrated livelihoods programming, promoting best practices and developing shared policy approaches.
• Work with programme and partner staff in ensuring the use of livelihoods information systems to develop high quality proposals, and for programme monitoring and evaluation. Ensure that lessons learned are fed into the design of livelihoods programmes, donor responses and technical fora.
• Participate in periodic programme review and planning meetings; and external meetings as often as requested by the supervisor.

R3. Training & Capacity development:
• Through direct technical assistance provision, build the capacity of programme and partner staff to identify, design.
• Provide ongoing oversight, training, and guidance to staff & partners to ensure livelihoods programming meets best practice standards and prioritizes the safety and security of beneficiaries and staff.
• Provide ongoing technical support and mentorship for the unit staff to develop professional and technical competency.
• Provide technical feedback on monthly narrative reports received from livelihoods unit, ensuring that established programme targets and objectives are being met.
• Support the livelihoods officer to increase his/her leadership management.

R4. Coordination & Partnership:
• Meet with partners and donor agencies during field visits
• Ensure DRC takes lead, facilitates and actively participates in the Livelihoods working group monthly coordination meetings at the camps level to ensure that livelihoods intervention is well included.
• Promote a positive profile of the programme and good understanding among other sectors, partners and communities about the programme.
• Develop and maintain strong working relationships with all stakeholders – Community support groups, community leaders, DRA, UNHCR, NGOs, to enhance multi-agency and multi-sectoral cooperation and coordination.
• Serve as the liaison with stakeholders and relevant Government of Kenya departments – from the location to divisional levels
• Promote collaboration and synergy between the DRC host community projects and the similar projects/groups in the refugee camps

R5. Budget Management:
• Manage the livelihoods budgets in order to maintain programme expenditure within budget parameters, ensuring adherence to DRC financial procedures and donor requirements
• Support livelihoods team members to utilize financial planning tools, such as spending plans, procurement plans, and work plans based on activities and budgets.
• Draft livelihoods interventions budgets.
• Liaise closely with finances officer and programmes support coordinator.

R6. Staff Management:
• Participate in the recruitment and mentorship of livelihoods staff
• Hold regular meetings with staff to plan and address any concerns and share feedback
• Monitor and provide objective feedback related to staff performance, including completing staff performance evaluations to promote growth and professional development
• Provide leadership and support to ensure staff well-being, i.e. monitor and manage stress management by providing regular opportunities for staff debriefing to address secondary trauma.
• Other duties assigned by the supervisor

Skills and Qualifications:
• Minimum of Degree in Business Administration, Economics, Entrepreneurship or Community Development
• Minimum of 5-7 years’ experience setting up and implementing livelihoods or income generating projects preferably within an International NGO in a refugee/IDP setting
• Minimum 2-3 years’ proven experience at supervisory management essential
• Experience in climate-smart livelihoods interventions
• Skills in micro-business/enterprise training
• Knowledge and the practice of value-chains, GS&L and other microfinance delivery approaches essential
• Prior experience working with county governments and other duty-bearers in the implementation of livelihoods interventions
• Ability to work independently and as part of a team; well organized, and able to prioritize multiple tasks.
• Working knowledge of MS Office and other relevant computer applications,
• Able to adapt to changing programme priorities and emergency priorities that may arise
• Strong self-starter, able to take initiatives.
• Good planning and organizational skills coupled with problem solving capabilities
• Hands-on community mobilization skills
• Experience in working in harsh climatic conditions and ability to communicate in the Somali language will be an added advantage

Education:
• Bachelor’s degree in International Development, Business Administration, Economics, Sociology, Agri-business, Agriculture
• Certificates in Entrepreneurship, Value-chains, Savings Groups, MIS/Savix for Savings Groups, Agriculture, Management/Leadership
