Overall purpose of the role
The Roving Safety Coordinator is responsible for supporting the Country Directors and Head of Safety in each of the three countries implementing the project. This support may include ongoing context assessment, training of newly hired staff, and ensuring the proper application of DRC’s Safety Risk Management System (SRMS). This role will collaborate closely with all three Senior Management Teams for prioritization. In addition, this role will support onboarding of two new Head of Safety positions in Kenya and Ethiopia.
Reporting Arrangements:
The Roving Safety Coordinator will report to the Executive Director.
Key responsibilities
In accordance with DRC Safety policy, the Roving Safety Coordinator will:
• Undertake and support others to undertake Safety Risk Assessments (SRAs) and support the implementation of mitigation measures for static field sites and roving teams.
• Support Country Safety team for managing the Safety Level System (SLS) for field sites, and ensure they strive to improve compliance with Minimum Operating Safety Standards (MOSS).
• Lead the development and production of contextualized risk management measures, protocols and procedures in close collaboration with field teams and management.
• Manage safety related information and provide regular analysis and reporting through situation reports and advisories.
• Facilitate/deliver safety-related training to DRC international and national staff.
• Mentor and provide technical supervision to country safety teams.
• Any other duties as directed by the Executive Director.
About you
• University or higher degree in relevant discipline.
• At least 3 years’ experience working with NGOs and/or international agencies on similar duties.
• Minimum 3 years as Safety and Security Manager/Adviser for an NGO in a high risk/conflict zone (or equivalent role).
• Proven experience in context/security analysis and advising humanitarian personnel.
• Experience of updating SOPs, contingency plans and other risk assessment and management documents.
• Proven experience in crisis management.
• Experience of conducting safety training for international and national staff, and experience of capacity building of national staff.
• Fluent English, and strong interpersonal, communication, and networking skills.
• Proven ability to prioritize tasks and meet deadlines under pressure.
• Be able to encourage, motivate and guide team members to approach safety and security issues with confidence especially during crises.
• Be flexible to travel at short notice to challenging areas.
• Proven ability to work effectively with minimal supervision
• Stable and robust character, team-player with a good sense of humour
