Regional Safeguarding and Code of Conduct Coordinator

Key responsibilities
• Maintaining the CoCRM in the regional area by ensuring the regional Intake Committee is functioning as per the CoCRM OH, the registrar, investigation, and PSEAH & CoCRM functions are allocated as per the CoCRM OH at both country and regional level, and ensuring the CoCRM is accessible, transparent, and adapted to the contexts DRC operates.
• Assigning investigators and prioritizing investigations in the regional area. Monitoring investigations as Authorising Officer (AO), ensuring the high quality of reports on investigation produced by investigators in the regional area and reporting on investigations to the Relevant Management.
• Maintaining a the relevant information flow between the CoCRM, the Relevant Management and the relevant HR department in the regional area in line with the procedures in place in DRC.
• Reporting on investigation on investigations to the relevant and affected donor(s) in coordination with the relevant DRC stakeholders involved in donor reporting and donor compliance.
• Conducting internal investigations as investigator on an ad hoc basis under the monitoring of the relevant AO. Producing reports on investigation (closure or investigation reports), and advisory reports on gaps, risks and issues identified during investigation.
• Recording and tracking the feedbacks received from the organisation’s management following investigation and referrals.
• Monitoring the role and activities of the Registrar at regional level and coordinating with them to manage the regional level of the CoCRM.
• Contributing to the overall PSEAH and CoCRM risk analysis in their relevant regional area, and monitoring the reasons for any non-compliance issue in relation with the CoCRM in their regional area, deciding steps to address them in coordination with the Head of Safeguarding & Code of Conduct, and reporting to the Executive Director Region.
• Leading the work of the regional Intake Committee as chairperson and training their members on a periodic basis.
• Maintaining a network of PSEAH & CoCRM Focal Points (FP) in the regional area together with the Safeguarding (PSEAH) Global Advisor in order to disseminate safeguarding and Code of Conduct activities, representing and participating in relevant working groups, clusters or inter-agency networks, as well as causing PSEAH & CoCRM FPs to do the same at country level, within the limits permitted by DRC’s applicable policies.
• Collaborating and coordinating with the relevant programme and MEAL teams in order to ensure that accountability towards the affected population is upheld at country level which includes the setting of relevant CFMs. Collaborating with the relevant Registrars at country and regional levels to maintain an efficient connection between the CoCRM and the CFM in their regional area in order to register and fast-track PSEAH related cases. Causing the CoCRM functions at country level to do the same.
• Advising and monitoring the contracting with implementing partners regarding safeguarding and accountability requirements.
• Delivering training to DRC CoCRM functions in countries and to staff of the regional office regarding DRC CoC policy and CoCRM. Supporting the dissemination of PSEAH training to DRC staff, beneficiaries and implementing partners at country level. Recording and tracking all CoCRM & PSEAH in-person trainings arrange in the regional area and reporting upward.
• Providing technical support, together with the relevant Safeguarding (PSEAH) and CoCRM Global Advisors, to relevant stakeholders in their regional area.

Qualifications and Experience
• Master’s Degree in social science, human resources law, criminal law, human right, gender or gender-based violence, international affairs.
• Demonstrate a minimum of three (3) years’ experience with code of conduct or similar in a large, global organization, influencing senior-level management and key stakeholders effectively across the organization and within complex contexts.
• Demonstrate a minimum of two (2) years’ experience with conducting and/or monitoring internal investigations.
• Demonstrate experience in developing and delivering successful training sessions, facilitating meetings
• Demonstrate experience with Safeguarding and PSEA standards, including an ability to apply a survivor-centered approach in relating with survivors of SH and SEA and in handling SEA and SH allegations, and an understanding of the international context in which this issue impacts DRC
• Familiar with Risk & Compliance.
• CHS PSEAH Investigation or other investigation certificates.
• Workplace investigation certificates.
• Fraud & corruption certificates.
• Have good oral and written communication skills in English is mandatory. Additional good oral and written communication skills in French, Danish, Spanish or Arabic is an advantage.

• Strong computer skills, facility with MS Word, Excel, PowerPoint, MS Teams, OneDrive and email software.
