Administrative Officer - Temporary

Responsibilities

The position will report to the Executive Office Coordinator under the overall guidance of the UNEP, Chief of Staff. Within delegated authority, the Administrative Officer will be responsible for the following duties:

HUMAN RESOURCE MANAGEMENT

  • Effectively coordinates actions relative to the administration of human resource activities, e.g. recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training ensuring consistency in the application of UN rules and procedures.
  • Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.

BUDGET AND FINANCE

  • Takes the lead with respect to the preparation and implementation of the work programme ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued.
  • Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports.
  • Defines requirements and work with systems units with respect to improving budget reporting systems and cost-effective utilization of program resources.
  • Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice.
  • Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.
  • Provides guidance and leadership to more junior staff.

GENERAL ADMINISTRATION

  • Oversees work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
  • Reviews adequacy of departmental space requirements.
  • Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting
  • Performs other related work as required.

Education

  • Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related area is required.
  • A first-level university degree (Bachelor's degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.
  • Work experience in organizational programme planning, HR, budgeting, monitoring and reporting is required.
  • Working experience with drafting reports and guidance documents/policies/standard operating procedures is desirable.
  • Two (2) years or more of experience in data analytics or related area is desirable.

Responsibilities

  • Assists in monitoring budget/work programme with respect to various budgets, trust funds, grant and other funds on a regular basis, and suggests reallocations of resources and implements the reallocations as necessary.
  • Collects data from relevant databases and prepares customized financial reports.
  • Provides assistance in the review, and preparation of the medium-term plan and its revisions.
  • Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements from departments/offices at headquarters and in the field, including programmatic aspects; ensures compliance with the medium-term plan and other legislative mandates.

Evaluation Consultant for Terminal Evaluation of the UNEP Project 

he Evaluation Team

For this evaluation, the Evaluation Team will consist of an Evaluation Consultant who will work under the overall responsibility of the Evaluation Office represented by an Evaluation Manager, in consultation with the UNEP Project Manager, Fund Management Officer and the Sub-programme Coordinators of the Healthy and Productive Ecosystems.

Specific Responsibilities

Inception Phase Of The Evaluation, Including

In close consultation with the Evaluation Manager, the Evaluation Consultant will be responsible for the overall management of the Evaluation and timely provision of its outputs, data collection and analysis, and report writing. More specifically, the Evaluation Consultant will undertake the following:

  • preliminary desk review and introductory interviews with project staff;
  • draft the reconstructed Theory of Change of the project;
  • prepare the evaluation framework;
  • develop the desk review and interview protocols;
  • draft the survey protocols (if relevant);
  • develop and present criteria for country and/or site selection for the evaluation mission;
  • plan the evaluation schedule;
  • prepare the Inception Report, incorporating comments until approved by the Evaluation Manager

Data Collection And Analysis Phase Of The Evaluation, Including

  • conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders;
  • (where appropriate and agreed) conduct an evaluation mission(s) to selected countries, visit the project locations, interview project partners and stakeholders, including a good representation of local communities. Ensure independence of the Evaluation and confidentiality of evaluation interviews.
  • regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered; and
  • keep the Project/Task Manager informed of the evaluation progress.

Reporting Phase, Including

  • draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;
  • liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager
  • prepare a Response to Comments annex for the main report, listing those comments not accepted by the Evaluation Consultant and indicating the reason for the rejection; and
  • (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons)

Managing Relations, Including

  • maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence;
  • communicate in a timely manner with the Evaluation Office on any issues requiring its attention and intervention.

Qualifications/special Skills

  • A university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable
  • A minimum of 7 years of technical/evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach
  • A good/broad understanding of wildlife and ecosystems management is required
  • Working knowledge in a development related organization especially the UN system and specifically the work of UNEP is an advantage.
