Role Overview Summary
- The development funding landscape has changed radically over the last decade. There is a shift towards domestic resource mobilization and nontraditional development financing mechanisms such as public private sector partnerships. At the same time, resources available for CSOs to deliver advocacy programs have shrieked. VSO has less resources to support community actions, deliver volunteer support or accompany people’s collectives as they implement and measure change in their communities.
- Investing in FLLoCA is not just a climate imperative—it is a development necessity. Locally led actions are proven to be more responsive, cost-effective, and resilient, directly benefiting communities most vulnerable to environmental and economic shocks and hazards. Beyond redefining its operational model, VSO has to find news ways of mobilising investments for advocacy work in FLLoCA in order to safeguard their development gains, strengthen community ownership, and demonstrate leadership in building resilient economies.
- VSO is therefore seeking support from an experienced consultant to help the policy and advocacy advisor propose new fundable advocacy models for FLLoCA work.
Competencies and Behaviour
- The consultant should be a highly knowledgeable person on FLLoCA. In addition, the consultant should possess an MBA, Project Management, or International Development; Bachelor’s in Social Sciences or the equivalent in experience. Strong knowledge of FLLoCA, advocacy, and partnerships. Familiar with government systems and FLLoCA stakeholders. Experience in Kenya’s people-led development programs.
