Consultants – Quality Assurance, Assessment and Awards
Purpose of consultancy

To implement and further develop Quality Assurance, Assessment and Award systems and processes at the WHO Academy. The consultant will contribute to at least one of the following areas of work:

  • Quality Assurance 
  • Assessment 
  • Awards

Deliverables: 

Deliverables (Quality Assurance):

  • Ensure the operation of the learning programme quality system including the review process of learning programmes against identified quality criteria.
  • Identify and implement improvements to the learning programme quality system and provide best practice guidance and examples.
  • Evolve the quality assurance systems and processes to enable quality assurance for different types of learning programmes and products.

Deliverables (Assessment):

  • Establish and evolve a valid and reliable learner assessment approach.
  • Provide technical expertise to the Learning teams on assessment design.
  • Review learning programme assessments against the identified quality criteria.

Deliverables (Awards):

  • Develop, implement and evolve the learner recognition framework.
  • Provide technical expertise to the Learning teams on the learner recognition framework.
  • Conduct learning programme award reviews.

Qualifications, experience, skills and languages.

Educational Qualifications:

Band level A:

Essential:

  • University degree in one of the following fields: Education, Education technology, Learning technology, Quality management or any related or relevant fields.

Band level B:

Essential:

  • University degree in one of the following fields: Education, Education technology, Learning technology, Quality management or any related or relevant fields.

Desirable:

  • A master’s degree or an equivalent qualification, a post-graduate degree in education, education and learning technology, quality management or a related field. 

Experience

Essential:

Band level A:

  • Up to 5 years of experience in one or more of the following fields: Teaching, Assessment, Instructional design, Quality assurance, Credentialing in education or any related discipline.

Band level B: 

  • At least 5 years of experience in one or more of the following fields: Teaching, Assessment, Instructional design, Quality assurance, Credentialing in education or any related discipline.

Desirable:

  • At least 5 to 10 years of professional experience, inclusive of at least 5 years of experience in teaching, assessment, instructional design, quality assurance or credentialing in education.

Skills/knowledge

Essential:

  • Excellent written and verbal communication skills and attention to detail.
  • Knowledge of quality assurance, assessment and award systems and processes in education and learning.   
  • Ability to work collaboratively with diverse stakeholders in multidisciplinary and multicultural settings. 
  • Good knowledge of MS Office including SharePoint, Teams, Word and Excel.
  • Ability to work independently and remotely. 

Consultant – Rehabilitation (Strengthen Health Information Systems for Rehabilitation)

Purpose of consultancy

To contribute to the development of technical tools to strengthen health information systems for rehabilitation and contribute to their implementation. 

Deliverables

Objective 1: Finalizing the RHIS-rehabilitation toolkit.
Outputs:

  • 1.1 Pilot test the training materials: a trainer’s Guide and accompanying training material with dashboard exercise by conducting training sessions in countries and obtaining feedback.
  • 1.2 Publish training materials including a trainer’s Guide and a dashboard exercise.
  • 1.3 Develop a rehabilitation patient tracker for inclusion in DHIS.

Objective 2: Developing and pilot test global tracer indicator for rehabilitation.
Outputs:

  • 2.1 Publish discussion paper on effective coverage of rehabilitation.
  • 2.2 Conduct expert consultations on data collection of effective coverage of rehabilitation through population-based surveys.
  • 2.3 Draft scientific publication for peer-review journal on data collection of the effective coverage of rehabilitation through population-based surveys.
  • 2.4 Conduct surveys, in which the variables needed to collected information for the effective coverage of rehabilitation can be included, identified.

Objective 3: Developing the second edition of the Rehabilitation Indicator Menu, Second Edition.
Outputs:

  • 3.1 Develop draft revised menu.
  • 3.2 Conduct expert consultations on the draft menu.
  • 3.3 Identify of global and regional rehabilitation indicators.
  • 3.4 Finalize and publishing second edition of the Rehabilitation Indicator menu including global and regional indicators.

Objective 4: Providing technical guidance to countries for the implementation of WHO ‘Routine Health Information Systems- Rehabilitation toolkit’.
Outputs:

  • 4.1 Provide technical guidance to 5 countries for the implementation of WHO ‘Routine Health Information Systems - Rehabilitation toolkit’, including a reporting readiness assessment, definition of country facility indicators, training on data entry and analysis.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced university degree in public health or a related field.

Desirable: 

  • University degree in a rehabilitation science, such as rehabilitation medicine, physiotherapy, occupational therapy, speech and language therapy, prosthetics and orthotics, or similar.

Experience

Essential:

  • Over 10 years of experience in rehabilitation.
  • Demonstrated experience in project management and collaboration.
  • Previous experience working with health information systems.
  • Demonstrated experience writing scientific publications.

Desirable: 

  • Demonstrated experience in writing technical documents.
  • Previous experience with WHO or other UN agencies.
  • Experience working in low- or middle-income countries on implementation of projects/programmes related to rehabilitation or public health.

Skills/Knowledge:

  • Advanced technical knowledge in public health and rehabilitation.

  • Excellent skills in evidence synthesis and appraisal.
  • Excellent written and verbal communication skills.
