JOB DETAILS:

Purpose of consultancy
To conduct Health Systems Research Analysis and support institutional decisions on a wide scope of health systems research and developing a document identifying different actors and potential partners within the policy and research space on Healthier Populations and Climate Change.

Deliverables
• Deliverable 1: Develop and prepare key strategic documents to advance the Alliance’s positioning and partnership work, including but not limited to two four- to six-page policy briefs, based on literature reviews and policymaker consultations, on the role of HPSR to advance universal health coverage as well as pandemic prevention, preparedness and response in advance of the two UN High Level Meetings in September 2023
• Key Deliverables 1.1: Develop a detailed project plan and timeline for the development of each of these two policy briefs (by November 2022), this should include a plan to conduct an academic scoping literature review as well as one policy and one stakeholder dialogue for each of these products so that they can be finalized and launched in September 2023.
• Deliverable 2: Support the coordination of a new collaboration with the NCD Department to a new research initiative to support in-country implementation research on NCDs
• Key Deliverables 2.1: Prepare a draft adjudication report on the selection of the research teams by January 2023 and support five selected in-country research teams, and the development of the research protocols.
• Key Deliverable 2.2: Coordinate the publication of a series of peer-reviewed publications from these five countries. The journal supplement will consist of peer-reviewed manuscripts from the projects, as well as an editorial and cross-cutting paper by drafting a template and guidance documents for developing peer-reviewed manuscripts for use by the teams, review the draft manuscripts, coordinate with the editorial team, and provide technical contributions and feedback.
• Deliverable 3: Support the conceptualization of a new programme of HPSR on Antimicrobial Resistance
• Key Deliverable 3.1: Conduct a literature review of HPSR that a) examines initiatives that have implemented multiple aligned interventions and used a multi-sectoral approach to address the AMR challenge, b) examines the design and implementation of national AMR plans (by February 2023)
• Key Deliverable 3.2: Develop background report for an expert consultation based on literature review (by April 2023)
• Key Deliverable 3.3: Facilitate the expert consultation and incorporate feedback to finalize the background report. This report will inform the development of a call for proposals on HPSR on AMR (by June 2023)
• Deliverable 4: Support the development of the Alliance’s ongoing efforts to monitor and evaluate its impact, this includes keeping existing databases up to date as well as coordinating the development of new ways of measuring our impact with policymakers
• Key deliverable 4.1 – On a quarterly basis ensure that all monitoring databases are current, including publications, policy influence, collaborations, decision-makers, mentees and training, and methods and frameworks.
• Key deliverable 4.2 – Coordinate with relevant TOs to develop and implement an appropriate measurement approach on the Alliance’s capacity strengthening KPIs.
• Deliverable 5: Contribute to the development of a number of Alliance for Health Policy and Systems Research reports as well as provide technical input and facilitate the refinement of regular reports, including concept notes for new research initiatives, to key stakeholders, including the Scientific and Technical Advisory Committee (quarterly) and the Board (annually). Expected at occasional intervals through 2023.

Qualifications, experience, skills and languages
Educational Qualifications:
Essential
:
• University degree in Public Health (with a specialization in Populations and/or Health Economics).

Desirable:
• Master’s degree in public health

Experience
Essential:
• At least five years’ experience supporting/leading research in health policy monitoring, evaluation or administration.

Skills/Knowledge:
• Excellent writing and editing skills.
• Sound analytical skills.
• Expertise in public health information management and analysis.
• Project management skills.
Languages required:
Essential:
• Expert knowledge of English.
• Expert knowledge of French.
