External Evaluation Consultant

SUMMARY
Internews wishes to contract an external evaluator to design and conduct a final evaluation of a 2-year project funded by BPRM. The purpose of the evaluation is to assess the performance and success of the project, identify any best practices and lessons learned from implementation, and offer recommendations for potential future interventions. The evaluation is to be conducted during the period of July 1, 2021 – August 31, 2021, and will require travel to Dadaab, Kakuma and within Nairobi. This position is expected to work at-post out of a regional office in Kenya. The deadline for applications is June 25, 2021.

ABOUT THE PROJECT
Internews is currently implementing the Refugee Voices project in Kenya through a consortium of partners including GeoPoll Inc., FilmAid Kenya, Star Media Development enter and Radio Atta Nayece to strengthen the health and protection for refugees and host communities in Dadaab, Kakuma refugee camps and Kalobeyei Integrated Settlement. Internews provides direct oversight of the project, ensuring award compliance, managing subgrants, and providing capacity building to local partners. Internews also directly implements some activities in the field such as radio training and capacity building, community roundtables, and feedback activities. FilmAid Kenya , uses film, radio and journalism stories directly created by refugees to provide refugees and host communities with information about their rights, safety, health, and well-being. For this project, FilmAid Kenya drives mass information campaigns for refugees and new arrivals; film training, production and dissemination of informational content, emergency communications; and capacity building in self-expressing arts.
Additional partners on this project include Star Media Development Center (SMDC), a Kenyan nonprofit, working directly with its sister organization Star FM, a Somali-language radio station based in Kenya and broadcasting in the Horn of Africa with an estimated 4 million Somali-speaking listeners, Radio Atta Nayece the most popular radio station in Kakuma as per recent UNHCR community assessment, and GeoPoll , a division of Mobile Accord, the world’s largest mobile survey platform and the largest provider of audience-measurement data in Africa. GeoPoll has already worked in Kakuma and Dadaab refugee camps, conducting research for the World Food Programme (WFP).

SCOPE OF WORK
The project’s goal is to strengthen health and protection for refugees in Dadaab, Kakuma and Kalobeyei in Kenya, by increasing the quantity and quality of trusted, timely, inclusive, and engaging life-saving information. The components of these objectives include:
• Delivering life-saving information through community communications to improve refugee health and protection
• Building the communications/content production capacity of refugees and returnees to meet communities’ information needs
• Creating two-way community feedback loops regarding refugee concerns to enhance accountability

Purpose and Objectives of the Evaluation
The purpose of this final evaluation is to assess the performance and success of the project. It should also look at signs of potential impact of project activities on beneficiaries and sustainability of results. This evaluation has the following principal tasks:
• To assess the project’s relevance to beneficiary needs on health and protection and to know if beneficiaries have increased their knowledge on health and protection, which is the overall objective of the project.
• To assess the project impact on building the capacity and skills of radio and film content producers/creators and community correspondents in Nairobi, Kakuma and Dadaab to disseminate life-saving information and to understand the impact of all the news/information provided to the refugees.
• To assess the project impact on building capacity of sub-grantees to produce radio shows, film production and dissemination.
• To assess the Organizational capacity building of FilmAid Kenya.
• To determine the success of the activities set out to establish a more effective two-way communication between the refugee, host community and humanitarian aid operations.
• To analyze factors that affected the achievement of the project results.
• To analyze impact and program adaption to the COVID-19 crisis and flexibility to deliver in a pandemic.
• To analyze project impact on COVID-19 crisis in the camp.
• To assess the program’s M&E design and its effectiveness.
• To document best practices and lessons learnt and provide recommendations for potential future interventions.

Evaluation Scope
The key evaluation questions are:
• Has the project contributed to capacity building of sub-grantees including FilmAid Kenya alumni to produce radio shows, films and to disseminate?
• Were issues affecting the health and protection concerns of refugees and host community covered and discussed on Radio Gargaar (Dadaab) and Radio Atta Nayece in Kakuma during the project period through high quality, inclusive reporting, and stories?
• Has the project reached the expected number of beneficiaries within the expected time frame? How were marginalized groups targeted with information?
• What has been the performance of Consortium Partners with respect to the projected output indicators? What were the key collaboration and coordination mechanisms amongst consortium Partners towards achievement of Project objectives?
• To what extent has the project achieved its goal and objectives?

Internews envisions a field-driven evaluation that speaks to the international evaluation criteria as provided by DOS/DRL and CDT (i.e., relevance, effectiveness, efficiency, potential for impact and sustainability). Note that the draft and final reports should be presented in English and be no longer than 30 pages (excluding any relevant annexes) and contain a concise Executive Summary of core findings and recommendations, the latter being specific and action-oriented, and tailored to all relevant stakeholders (i.e., Internews and the donor). It should also include a methodology section, making explicit any limits to the evaluation, analysis of information, narrative description of achievements, challenges and impacts of the project, case studies on subgrantees, including insights from key informant interviews and an analysis of survey data.

Applications should include the below documentation.
• A 2–3-page statement of interest/draft proposal, highlighting how your methodological approach will address the scope planned for this evaluation as well as describing how your profile meets criteria (see next section)
• A CV and 2 recommendations
• Evidence of evaluation work. At least 3 past evaluation reports (e.g., link to evaluation reports or PDF attachments), highlighting evaluation theories and approaches.
• A budget for the entire work in Excel format (not included in the 2-page limit)– including your daily rate for your last 3 consultancies.

QUALIFICATIONS
Preferred
• Experience conducting evaluations in humanitarian settings for media development, or more than 5 years’ experience as evaluator.
