The Consultant Will
• Develop a Science-Policy Capacity Development Benchmarking Report to guide the implementation of Science-Policy capacity development efforts under the UNEP Medium Term Strategy (MTS) 2022-2025 by reviewing how the environmental related Science-Policy capacity development has been implemented since the adoption of the BSP in 2005 and examine lessons learned. In this context, the report would i) take stock of existing capacity building efforts and their results ii) undertake a needs analysis for capacity development to establish priorities at regional and national levels for developing countries and countries with economies in transition and UN Country Teams (UNCTs) iii) identify gaps between existing efforts, country needs and UNEP’s institutional infrastructure, iv) identify and document innovative capacity building approaches based on success stories and good practices and v) co-design a menu of priority capacity building services for the Data Driven Environmental Solutions Hub.
• Develop a proposed user-centered design and operational plan for the Data Driven Environmental Solutions Hub as a use case of the World Environment Situation Room (WESR). The Hub is expected to provide updated information on major existing technology support, innovation and experimenting, and associate this information with capacity-building activities, with links to the programs of relevant partners, i.e., the science of solutions. In addition, Hub will provide a platform for bringing together a diverse and forward-thinking community of practitioners, industry leaders, experts, NGOs to identify and examine technology needs and gaps and technical information related to technologies that have been investigated and employed to address concrete challenges. This will include scientific and technological support and capacity-building, in order to help facilitate development, transfer and dissemination of relevant technologies to address issues related to the triple planetary crisis.

• In collaboration with the country representative, suggest a programme for the 2 days of the annual retreat
• Suggest and facilitate a team building session
• Physical presence at, and facilitation during, the 2-days (15 and 16 December 2022)
• Participation in debrief meetings and preparation of a report summarising outcomes and recommendations
• Submit a final copy of the summary report
Person specification:
• Advanced university degree
• Excellent analytical, writing and communication skills
• Proven track record of facilitating team building and workshop facilitation
• Previous experience of working in the development and humanitarian sector
