Responsibilities
• HS4TB/Kenya project will support the generation and use of evidence to select clinical and non-clinical TB interventions and activities that could be contracted out to the private sector. The primary accountability of the Consultant will be as follows:
• Develop methodology to assess Kenya’s outsourcing context, including analysis plan and key informant interview (KII) guide
• Lead assessment of the current outsourcing and social contracting landscape in Kenya and draft landscape analysis report

The major activities and responsibilities related to leading the assessment will include the following:
• Develop methodology for outsourcing landscape assessment, including KII guide, document review process, and analytical approach to assess the Government of Kenya and non-government entities’ capacity for outsourcing
• Conduct document review of the legal ecosystem for outsourcing, including laws, regulations, policies, and operational guidelines in place in Kenya relating to outsourcing
• Conduct KIIs and synthesize findings for outsourcing landscape assessment
• Assess GoK and non-government entities’ capacity for outsourcing, including identification of opportunities and gaps
• Draft an assessment report with findings on the current outsourcing landscape in Kenya, opportunities and gaps among GoK and non-government entities, and recommended TB activities for outsourcing
• Present and discuss findings and recommendations of the landscape analysis in a meeting with stakeholders to agree on prioritization of activities for outsourcing, including proposed services and/or target populations and selection of geographic locations to conduct a pilot.

Qualifications/special skills
• An advanced university degree (Master's degree or equivalent), preferably with a specialization in environmental geoinformatics, environmental management, law, social anthropology, environment and development, sustainable development, economics, applied economics, agriculture, or related fields is required.
• A first level degree in combination with five additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A minimum of five (5) years teaching or training with governments, non-governmental organizations, or research institutions with a focus on environment and development
• A proven track-record of application of the Soil and Water Assessment Tool (SWAT) for biophysical modelling and InVEST suite of models for the valuation of ecosystem services results of policy scenario analysis is desirable.
• Experience in working on environmental issues in the Indian agriculture sector is desirable.

Duties And Responsibilities
Reporting to the Programme Management Specialist, the Operations Consultant works with and provides support to the members of the Women Count Team in the development and implementation of the programme consistent with UN Women rules and regulations. The Operations Consultant contributes to financial management and programme implementation including providing necessary operational, administrative and programmatic support. The Operations Consultant works in close collaboration with the relevant sections in UN Women HQ and the implementing offices as required for resolving complex finance-related issues and exchange of information.

Scope of Work
Triggerise is looking for a consultant to carry out an independent verification of the tiko platform for the overall accuracy, completeness, and consistency of data reported for the system. On an annual basis until the project is finalized (until Dec 2024), the consultant will be provided access to the Tiko digital platform to assess the below four elements for data integrity which will enable the consultant to inform the EKN on whether the data reported by Triggerise for the PM is of sufficient integrity to enable the EKN to rely on it for the purposes of making payments to Triggerise.
• Entity integrity: relies on the creation of primary keys — the unique values that identify pieces of data — to ensure that data isn’t listed more than once and that no field in a table is null. It’s a feature of relational systems which store data in tables that can be linked and used in a variety of ways;
• Referential integrity: Referential integrity refers to the series of processes that make sure data is stored and used uniformly. Rules embedded into the database’s structure about how foreign keys are used ensure that only appropriate changes, additions, or deletions of data occur. Rules may include constraints that eliminate the entry of duplicate data, guarantee that data entry is accurate, and/or disallow the entry of data that doesn’t apply;
