Specific Objectives Of The Assignment
• The consultant will review the existing legal, policy and institutional framework relevant to the Wash Sector, but narrow down to the sanitation sub sector at the national level, and determine whether it adequately provides a basis for the overall objectives. The output of this assignment should answer if the existing frameworks are relevant to the SDGs and ASPG in each of the above countries and how it can it be improved so as to lay a solid regulatory, policy, and institutional basis for effective service delivery.
• The consultant will review the mandate and assess the functional adequacy of the legal, policy and institutions currently responsible for sanitation at the national level. The objective here is to identify gaps, or conflict or inadequacy, and propose options to address legal, policy and institutional issues highlighted in the review. The output of this assignment should answer if the existing frameworks support the SDSs and ASPG, What are their mandates, specific roles, functional capacities, and how do they coordinate in carrying out their various mandates, with specific reference to the sanitation value chain.
• The consultant will do a presentation on legal, policy and institutional analysis report during in-country validation workshop, or as agreed with APHRC.

Qualification And Experience

• Bachelor’s degree in Development Studies or related field required. A Master’s degree in the same or related fields of the lead investigator is an added advantage.
• Evidence of having done surveys in Kenya for at least two years.
• Knowledge and experience in other countries in Africa will be an added advantage.

Consultants Roles And Responsibilities
• The consultant will conduct a systematic literature review by undertaking a thorough desk research of all literature on health products launched in Africa from 2000. The purpose of this review is to identify all academic papers and grey literature from key non-academic stakeholders published since 2000 that potentially contain evidence of health or economic impact across the set of approved products.
• Provide a high-level summary of each paper’s findings. This will include both positive and negative findings.
• Deliver a detailed summary focusing on findings in relation to health impact.
• Conduct desk research of various extrapolation or modelling methodologies from individual impact estimates of valuation for different areas/products/disease that have been used in the past studies to identify best practice and strategies for this process of extrapolation.
• Using representative sample of nations, diseases and product types, the consultant will extrapolate costs, health, and economic benefit for certain health products.
• Provide input and research into other elements of the overall impact modelling – principally health impact extrapolation and flow-on economic impact.

Qualifications And Experience

• PhD or Masters degree in Health Economics, Economics or related field.
• Minimum 3 years of professional experience in economics analysis.
• Knowledge of methods utilized in economic valuations of products.
• Knowledge in economic modelling at micro and macro level.
• Experience in conducting systematic literature review.
• Excellent communication (written and spoken) and interpersonal skills.
• Strong organizational and program management skills.
• Ability to take initiative and work both independently and in teams.

Specific Objectives Of The Assignment
National Sanitation Management Policy
• Undertake a survey on knowledge and perception of importance of the National Sanitation Management Policy.
• Undertake a survey on the role of the partner in the implementation of the NSMP.
• Undertake survey of preparedness and willingness to implement the NSMP.
• Document the type and level of support needed to implement the NSMP.
• Make recommendations as to the opportunities available to support implementation of the NSMP in Kenya.
Data Systems in Kenya Sanitation Space, including JMP, GLAAS and WAASMO
• Understand sector perceptions about existing data reporting frameworks in Kenya.
• Make recommendations about opportunities available to support the country to streamline data capture, reporting and use.

Qualification And Experience

Scope of work
• Work closely with the designated focal person(s) from the Ministry of Health, Technical Working Group (TWG) in the review process.
• Collect, review and analyze all the necessary documents and materials for the review process.
• Analyze and advise on the international and national level approach for review and update process for KEPH
• Carry out sufficient stakeholder consultative processes to obtain feedback and inputs for the review process
• Organize/Participate in internal and external meetings for the validation of the process and the drafts
• Develop a draft for each of the milestone of the process accomplished
• Prepare a detailed report for the review process indicating lessons learnt, challenges and recommendations for future reviews
• Develop workshop reports

Qualifications, experience, skills and languages
Educational Qualifications
Essential: A degree in medicine or public health equivalent

Desirable: PHD in health-related field

Experience
• Essential: At least 10 years’ extensive experience in Health Systems work and Experience in Health Services Delivery.
• Essential: Have experience in written and oral skills including experience in developing written reports and incorporating feedback
• Essential: Previous experience in developing health related guidelines/scientific papers
 Desirable: Have previous consultancy experience with Ministry of Health, UN agencies, bilateral agencies, or international NGOs

Skills/Knowledge
Essential: Must be able to work independently with excellent demonstrated teamwork and coordination skills

Essential Be familiar with government health policies, systems, and structures.

Essential: Have excellent interpersonal and communication skills

Languages and level required
Essential
: Must be proficient in English (writing and speaking)

Desirable: Intermediate knowledge of English

Remuneration and budget (travel costs excluded)

The consultant will be paid based on WHO pay band for NOC level national consultants

Duration of Contract: 60 working days.
