Compliance Officer

Primary Purpose

  • To support the organisation in the monitoring of the risk and compliance environment. To support the field monitoring of field related activities. To contribute to the identification of criticalities and the implementation of corrective measures.
  • The position will regularly interact with Program leadership, Finance Department, Operations, IT and HR on topics pertaining to the areas of feedback mechanisms, follow up, investigation, spot checks, remedial corrective action.

Essential Duties

  • Participates in the development and implementation of annual compliance work plan, risk management program and monitoring / auditing plans.
  • Provide technical suggestions on building internal controls and monitoring adherence to them
  • Revise company policies, ensuring that policies are in line with donor regulations and rules
  • Proactively audits processes, practices and documents to identify weaknesses
  • Implement compliance work plan and initiatives in the field and within the programs and administrative function
  • Educate and train employees on regulations and industry practices
  • Address employee concerns or questions on legal compliance
  • Keep abreast of internal standards and business goals
  • Counsels management on the organisations adherence to donor rules and regulations through regular and robust reports
  • Collaborates with departments to help create a culture of compliance
  • Consults with Legal Counsel on legal compliance matters and investigations, as appropriate.
  • Independently investigates or supervises the investigation of compliance concerns raised through the Integrity Hotline or other reporting mechanisms.

Experience

Qualifications:

  • Minimum four (4) years total experience
  • Previous experience with US federal funded programming required
  • USRAP experience preferred
  • Previous compliance experience preferred

Program Integrity Coordinator

Primary Purpose:

This position is responsible for oversight of the Program Integrity Unit and ensuring all United States Refugee Admissions Program (USRAP) processing is free from fraud and malfeasance. The position oversees the Program Integrity Unit in Nairobi, Kenya and provides indirect support to the Country Office Program Integrity staff members. The position is responsible for overseeing fraud investigations and ensures a culture of compliance through messaging and trainings of staff and contractors on the USRAP Integrity and Compliance Guide, ethics, and fraud prevention. The Program Integrity Coordinator works with various departments throughout the organization and provides support for Program Integrity at the RSC Africa Country Offices. 

Essential Duties

Compliance

  • Works closely with the Senior Compliance Coordinator and Program Integrity Unit to ensure that the United States Refugee Admissions Program (USRAP) Integrity and Compliance Guide is implemented, adhered to, and reported on appropriately.
  • Ensures mandatory staff trainings on fraud, ethics, and confidentiality are carried out each year, oversees development of training materials, and ensures appropriate training follow up is conducted.
  • Responsible for fraud and malfeasance investigations being conducted by the Program Integrity Unit and works closely with the RSC Director, Senior Compliance Coordinator, and program integrity staff to ensure investigations are conducted thoroughly.
  • Develops, in coordination with senior and country office management, the Program Integrity approach in the Country Offices. 
  • Oversees fraud and malfeasance investigation and closure reports, ensuring that both CWS and donor reporting requirements are met.
  • Provides oversight on monitoring of the fraud reporting mechanisms at RSC Africa. 
  • Supervises the Program Integrity SOP revisions and ensures that Country Office context is added, as necessary. 
  • Plans the monitoring and observation of Circuit Rides for the Program Integrity Unit
  • Coordinates with Senior Management and the Leadership Team in development of new and innovative ways for fraud and malfeasance mitigation.
  • Conducts regular, independent review and analysis of local, national, and international program integrity related matters to inform the future program integrity strategy and operations.
  • Oversees the preparation of quarterly and annual reports for the funder on matters of program integrity. 
  • Maintains a current knowledge of the USRAP.
  • Has ability to lead or support sensitive, urgent U.S. passport only investigations.
  • Attends Quarterly Fraud Trend meetings.

Data Management and Analysis

  • Provides oversight of Program Integrity Unit investigation trackers.
  • Leads the coordination of the development of data management tools for the Program Integrity Unit.
  • Works with the IT Department to automate Program Integrity Unit reporting, where possible. 

Representation

  • Serves as the POC for PRM, CWS HQ and all external partner meetings and presentations for the Program Integrity Unit.
  • Develops and maintains effective and independent relationships with CWS/RSC Africa USRAP partners and donors, including PRM, USCIS, IOM, UNHCR, and domestic Resettlement Agencies as the organization’s external anti-fraud focal point.
  • Ensures partner communication from the unit is professional, timely and proactive.
  • Represents organization policies and culture to staff.
  • Ensures the workforce is professional when representing CWS RSC Africa to refugees, partners, the funder, and colleagues.

 Performance Management

  • Provides direct supervision and leadership to Program Integrity Manager and including yearly performance evaluations, developing job descriptions, participating in hiring, and coordinating leave.
  • Provides indirect supervision and leadership to the Program Integrity Specialists at the Country Offices, including developing job descriptions, participating in training and additional support as necessary.
  • Provides guidance and acts as a resource to programmatic staff working on Program Integrity related projects.
  • Ensures establishment of performance expectations and communication, onboarding, and training.
  • Travels periodically to field locations throughout sub-Saharan Africa for monitoring and training.

Staff Care

  • Monitors and ensures safe, healthy, and professional work environment.
  • Ensures direct reports are accessing and using their benefits appropriately, including leave.
  • Actively supports staff by promoting safe space, open-door and the escalation policy.

 Program Administration 

  • Liaises with relevant Programs and Administration management to ensure the fulfilment of organizational requirements per trainings and compliance.
  • Works with the Senior Compliance Coordinator, Refugee Communications Coordinator, and Correspondence Supervisor to ensure compliance with refugee communication guidelines.
  • Collaborates with the Deputy Director for Administration and the Information Technology Manager to assure internal IT controls are sufficient and surpass guidelines for the security of START and electronic data.
  • Works with the Processing Support Coordinator and Call Center Manager in the setup of the Call Center to ensure compliance with the ICG requirements on reporting fraud and malfeasance. 

This position also performs other duties that may be assigned by the Senior Compliance Coordinator and/or CWS RSC Africa Management to enhance the efficiency and efficacy of the operation.

Qualifications: 

Experience:

  • Eight (8) years total work experience required.
  • Three (3) years director supervisory experience with responsibility for hiring, evaluating experience and directing day–to-day work required.

Skills: 

  • Attention to detail.
  • Excellent organizational and time management skills. 
  • Strong verbal and written English language skills.
  • Demonstrated IT skills, including experience using MS office, and reporting software. 
  • Strong self-motivation and initiative skills.
  • Thorough knowledge of US Refugee Admissions Program preferred.

  • Experience living and working overseas preferred.

Monitoring, Evaluation, Accountability and Learning (MEAL) Manager

Primary Purpose:

The Monitoring, Evaluation, Accountability, and Learning Manager provides strategic, technical, and operational leadership of the MEAL function. The role supports the independent monitoring, evaluation and accountability and enhance the overall quality and impact of CWS projects. The role supports evidence-based contextual analysis, strategic planning and implementation, decision making, performance management and risk management for learning and improvement.  The MEAL Manager will provide the technical support to the design of methodologies and tools to ensure the availability of clear and accurate information at the program/project level. The MEAL Manager will provide technical support to the program and build capacity in the country Mission through strengthening learning and knowledge sharing across CWS and its implementing partners. The role holder will also support in project development including the preparation and management of the MEAL budget, and project design

Essential Duties

CWS’s policies, guidelines, and procedures

  • Develop a MEAL system for all program activities in coordination with the program leadership.
  • Support managers with adapting MEAL best practices within their departments.
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the Code of Conduct, ethics, values, and standpoint with regards to internal and external actors.  

Monitoring and Evaluation

  • Ensure all CWS projects have a MEAL framework and plan with clear output and outcome indicators
  • Ensure that the organization delivers on all internal and external MEAL requirements in a timely manner and with high quality information.
  • Strengthen the MEAL systems and processes to assure achievement and progress towards project objectives and outcomes.
  • Conduct regular site visits or when required to monitor service provision and ensure data quality
  • Implement MEAL activities in close coordination with the Case Processing and Field Processing Coordinators.
  • Provide technical assistance and quality assurance to MEAL Unit staff (including but not limited to the design of MEAL plans, data collection tools, monitoring work plans, data management and analysis) to ensure the MEAL Unit adequately supports programs
  • Ensure that all programs are designed and implemented in accordance with international standards 
  • Ensure that monthly quantitative data analysis is shared with relevant stakeholders to inform program design and review example (Safety Audit, advocacy activities etc.)
  • Present program M&E, research, and learning to management and the program team in a way that influences decision-makers and promotes adaptations from learning.

Accountability & Participation

  • Develop and sustain a quarterly report on all MEAL activities across the organization. 

Technical supervision, performance management and capacity building of staff

  • Provide technical and administrative supervision of MEAL staff and consultants
  • Provide motivation, guidance, and MEAL technical support to CWS team.
  • Identify training needs of staff and conduct trainings to address the capacity gaps, in collaboration with their line-manager and the human resources department
  • Contribute to performance development of staff within the CWS team, in cooperation and collaboration with their line-manager and the human resources department through coaching, mentoring and other development opportunities; - recognition and rewards for outstanding performance; - documentation of unsatisfactory performances with appropriate tools.

Qualifications: 

Experience:

  • A minimum of 6 years’ experience of undertaking a MEAL related role in a humanitarian context.

Project Officer, Climate Change Adaptation & Resilience

Primary Purpose

This position is responsible for the implementation of the climate change and resilience project in Kitui, Kenya under the auspices of the Church World Service (CWS) Climate Change, Adaptation and Resilience Project. The project includes action research into the causes and effects of climate change induced migration, mobilizing and educating farmers to undertake climate change adaptation and resilience activities including beekeeping, village savings and loans associations (VSLA) water and soil conversation, climate smart agriculture production and in selected areas of Mwingi West Sub county. The project seeks to provide comprehensive training to the selected farmers in groups so as to effectively undertake the enterprises to realize increased adaptation, income and resilience. The task will also encompass providing technical support for the research on causes and effects of climate induced migration. The selected candidate will work closely with the contracted service providers as well as Lead Farmers

Essential Duties

  • Takes lead in the implementation of the CWS Climate Change and Adaptation & Resilience Project in Kitui County
  • Expert training of Lead farmers as well as community members on climate change, climate resilient agriculture, early warning systems and Disaster Risk Reduction (DRR).
  • Linkage meetings between the community, the Kenya meteorological department and the ministry of agriculture to undertake climate smart agriculture and use of indigenous knowledge and sharing of the developed advisories. 
  • Train farmers for use of technology to get weather information smart agricultural practices including crisis digital transformation for Climate-Related Preparedness in the event of natural disasters due to climate change and weather unpredictability.
  • Train young farmers on modern climate smart poultry and bee keeping; business management, inclusion of technology in agriculture production including marketing 
  • Create linkage with private sectors in the poultry value chain for access of services and markets while working closely with local animal health assistants for continuous extension services 
  • Coordinate trainings on poultry husbandry practices which will include housing, feeding, vaccination and marketing. 
  • Training communities on appropriate conservation agriculture technologies 
  • Manage the establishment of kitchen gardens for improved food security and nutrition.
  • Train the target groups on financial literacy and review VSLA record keeping from time to time
  • Undertake FMNR participatory sensitization and training meetings at group level (with MOA and forestry department). 
  • Train and support establishment of tree nurseries in the established water structure. This will in turn support restoration of Degraded lands.
  • Train and promote of energy saving stoves - at household level
  • Identify and train community resource persons (CORPs) on Soil & water conservation and equip them with terracing kits/levels.
  • Strengthening key institutions involved in catchment management, strengthening the multi-stakeholder approach in solving water-related challenges in different catchment areas. Support to establishment of appropriate institutional structures and capacity building, such as County Government Departments
  • Building Water Resilient Communities: Improving community knowledge in application of IWRM strategies, 
  • Provide regular project updates to the Coordinator.
  • Adapt and use training materials and ensure existing training materials are up to date.
  • Prepare weekly, monthly and quarterly project reports both quantitative and qualitative, aspects of the project.
  • Maintain up to date project documents/file 
  • Other duties as assigned by the Coordinator.  

Qualifications:  

Education:

  • Bachelor’s Degree in Environmental studies, Natural Resource Management, Community Development, Agricultural Related courses with two years’ experience or Diploma in the relevant field with five years of paid work experience.

 Experience:

  • Two to Five years of experience is required.
  • One (1) year of direct supervisory experience is required
  • Experience writing reports and proposals are required.
  • Previous experience conducting community trainings or presentations preferred
  • Previous reporting and monitoring and evaluation experience preferred

Knowledge/Skills:
