JOB DETAILS:

THE ROLE
The PO will play a critical role in setting up and ensuring the YEP project runs smoothly and efficiently in Nairobi, coordinating the project activities, operations and partnerships between Plan International, Participating youth, consulted trainers, employer partners, global partners, disability experts and the hotels involved while ensuring integration with other interventions in the Urban Program in line with the Country Strategy.
The role will design, implement, manage, monitor and report on progress of project activities in line with the detailed implementation plan, donor and partner requirements. The role is intended to manage partnerships (with private sector, hotels, corporate agencies) and sustain a working relationship with young people and local partners to deliver quality and timely interventions.

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
Project Planning, Strategy and Policy (30%)
• Ensure YEP project is effectively implemented to contribute to the project outcomes and desired results are realised.
• Take lead in the implementation of the YEP project in a gender transformative approach as per the country and Global strategies.
• Facilitate consultation, participation and feedback to the community, partners, youth and stakeholders in relation to Plan programs and policies.
• Coordinate the development and harmonization of annual and quarterly costed work plans in accordance with Plan’s financial years.
• Coordinate monthly planning of activities with relevant project stakeholders such as trainers, partners and hotels engaged.
• Ensure smooth and synergized day-to-day implementation of all YEP activities as scheduled.
• Coordinate weekly and monthly agenda-driven review meetings with YEP curriculum teams/partners and implementing partners including hotels respectively.
• Lead start-up meetings of new projects to guarantee a joint understanding among stake holders on project objective and expectations.
• Lead in meetings for Due diligence to identify private sector and employer partners that will participate in the project
• Lead in mobilisation, screening and selection of targeted youth (including those youth with disabilities) that will participate in the program

Programme and Project Design and Influence (20%)
• Ensure effective participation of all YHP project beneficiaries and communities in project cycle for the achievement of outcomes.
• Maintain close collaboration with local and Global partners, Private Sector/Corporates, hotels, implementing partners and with various YEP cohorts
• Onboard the youth as program participants, consultant trainers, disability partners and participating hotels and businesses to better take part in the program
• In consultation with the PUM and SOYEE Advisor support the drafting of Project Outline and updating in PMERL
• Lead in organizing and participating in relevant partners’ and stakeholders’ forums as at and when required.
• Facilitate access to relevant and accurate information on the YEP project to all project stakeholders and partners.
• Consolidate/write project periodic reports in line with the laid down donor requirements and Plan standards.
• With support from Gender Advisor and M&E Coordinator, conduct gender sensitive training needs assessment for various YEP partners to support their need to create inclusive and gender responsive workplaces.
• With support of M&E, enhance learning and knowledge management through documentation and profiling of Plan’s work on youth employment
• Passion and experience in influencing the labour market especially hospitality and related sectors to provide industrial attachments and employment opportunities to youth trained

Working in Partnership and Resource Mobilisation (10%)
• Participate in external meeting with partners and other stakeholders on project’s deliverables.
• Promote sensitization of stakeholders and partners on Plan’s policies, strategies, procedures, values and behaviours.
• Coordinate with other NGOs, local and private sector players working within the operational areas to expand opportunities for partnerships.
• Participation in strategic business development engagements by providing necessary information to qualify proposals for Youth Employment programming as well as Urban programming.
• Management of identified implementing partners to effectively support YEP project delivery.
• Track and monitor contractual obligations of all partners including ensuring compliance to the key commitments and achievement of KPIs.
• Uphold the principles of Building Better Partnerships
• Engage and maintain cordial stakeholder relationships throughout the project cycle for effective project delivery and achievement of YEP Project deliverables.
• Maintain a high level of external communication and contact with the project partners and participants to facilitate the implementation of YEP project activities effectively.
• Represent the YEP project in different strategic spaces such as technical working groups

Quality Improvement and Standards (10%)
• Deliver timely and quality YEP project deliverables as per monthly and quarterly schedules.
• In liaison with the M&E coordinator ensure YEP project activities and outputs are regularly tracked towards the realization of results and put appropriate remedial measures to ensure project implementation is on track.
• Work with the M&E and Research and Learning and Knowledge management team in documenting project best practices and lessons learnt.
• Facilitate and coordinate joint reflection sessions with YEP Project beneficiaries, and respective cohorts as well as other stakeholders to inform programming and improve on quality of interventions.

Financial Responsibility (15%)
• Develop quarterly and monthly activity costed plans and budgets as per the approved work plan and ensure all activities are on track with appropriate scheduling, quality and timelines.
• Monitor expenditures by interventions and ensure compliance with approved budget.
• Review expenditure reports on a monthly basis.

Risk Management (5%)
• Develop risk assessments for all interventions and put in place mechanisms to mitigate/manage the risks during the implementation phase.

Other duties (5%)
As assigned by the supervisor.
• Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) (5%)
• Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
• Leads the orientation of programme staff to ensure that they are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
• Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;
• Ensures that Plan Kenya contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Qualifications/ experience essential:
• Bachelor’s Degree in Youth Studies, Social Sciences, Entrepreneurship, Project Management, Development studies and related disciplines.
• Passion for youth in all their diversities
• At least 2 years’ experience in managing and implementing projects related to youth skills development and employability.
• Knowledge in donor and project reporting mechanisms.
• Evidence of having worked and collaborated with private sector, communities, young people and other stakeholders in supporting skills development and employability of youths from marginalized backgrounds.
• Knowledge and experience in execution of participatory partnership building sessions
• Experience working with youth on matters to do with economic empowerment and inclusion will be an added advantage
• A career professional training or certification in Project Cycle Management will be an added advantage.

Qualifications/ experience desirable:
• Strong report writing skills
• Community facilitation, networking, partnership development and management skills
• Good communication, negotiation and advocacy skills; targeting C-level management

Languages required
